Ministry of Environment (Cambodia)

The Ministry of Environment (MoE) is the principal government agency responsible in protecting the environment, conserving biodiversity, and promoting the sustainable use and management of natural resources. It is the primary agency responsible for implementing, and negotiating commitments under international environmental treaties, including in the area of climate change under the United Nations Framework Convention on Climate Change (UNFCCC).

The General Secretariat of National Council for Sustainable Development at the Ministry of Environment (“GSSD/MOE”) has various functions and duties related to sustainable development. Among others the facilitation of preparation and implementation of legal instruments, policies, strategic/action plans, program and projects as well as review and study possibilites to participate in international agreements.

Among the institutional members of GSSD is the MoE Department of International Convention and Biodiversity, where the Focal Point Person for the BBP Project is located. The project is also closely cooperating with the Provincial Department of Environment (PDoE) and the park management for the implementation of black ginger and vine/climbing fern handicraft value chains around Phnom Kulen National Park.

Ministry of Agriculture and Forestry (Lao PDR)

The Ministry of Agriculture and Forestry is comprised of several departments including the Department of Forest Inspection (DOFI), the Permanent Secretary Office, the Department of Personnel, the Department of Inspection, the Department of Planning, the Department of Agriculture, the Department of Livestock and Fisheries, the Department of Forestry (DOF) and the Department of Irrigation.

It also encompasses the National Agriculture & Forestry Research Institute (NAFRI), the National Agriculture & Forestry Extension Service (NAFES), 17 Provincial Agriculture and Forestry Offices (PAFOs), and 139 District Agriculture and Forestry Extension Offices (DAFES). The BBP project is closely cooperating with the Department of Forestry (DoF), especially the National Protected Area Division as well as the Agricultural and Forestry offices on provincial and district level (PAFO And DAFO) in Luang Namtha for the pilot implementation of a bamboo value chain around Nam Ha National Protected Area.

Ministry of Natural Resources and Environment (Viet Nam)

The Ministry of Natural Resources and Environment (MoNRE) is the authority for land, water resources; mineral resources, geology; environment; hydrometeorology; climate change; surveying and mapping; management of the islands and the sea. MoNRE is responsible for implementing land use planning on the national level and for monitoring the implementation of the approved planning by provinces and cities, as well as assisting them in land use planning at district level.

MoNRE´s Biodiversity Conservation Agency (BCA), focal point for the implementation of the Convention on Biological Diversity (CBD) and the Nagoya Protocol on Access and Benefit Sharing (ABS), is the main implementing partner for the BBP project. The project is also closely cooperating with the management of Hoang Lien National Park and Ba Be National Park. The biodiversity-based value chains piloted in Vietnam are medicinal bath herbs, Giao Co Lam, Bo Khai and honey.
